Incorporation of Poverty Principles into Goal Programming

Abstract

Cet article présente une méthodologie pour l'intégration des concepts liés à la pauvreté dans le paradigme de programmation des objectifs. Les concepts de seuil de pauvreté, de pauvreté absolue et de pauvreté relative sont discutés dans le contexte de leur utilisation potentielle dans le domaine de la recherche opérationnelle. La synergie entre la programmation des objectifs et les seuils de pauvreté est examinée. Deux méta-objectifs supplémentaires sont proposés pour inclusion dans un cadre de programmation de méta-objectifs basé sur la pauvreté absolue et relative respectivement. Le modèle de programmation méta-objectif incorporant la pauvreté qui en résulte est comparé à d'autres variantes de programmation d'objectifs sur un ensemble de tests de modèles d'allocation budgétaire scolaire. Les résultats démontrent comment l'intégration des principes de pauvreté permet une plus grande flexibilité de modélisation dans le cadre de programmation des objectifs. Cela permet à son tour aux décideurs d'éviter les solutions qui sont en dessous des seuils pour un sous-ensemble de parties prenantes dans un sens relatif ou absolu. Des conclusions et des suggestions appropriées pour les recherches futures sont données.

Este trabajo presenta una metodología para la incorporación de conceptos relacionados con la pobreza en el paradigma de programación de metas. Los conceptos de línea de pobreza, pobreza absoluta y pobreza relativa se discuten en el contexto de su uso potencial en el campo de la Investigación de Operaciones. Se examina la sinergia entre la programación de objetivos y las líneas de pobreza. Se proponen dos metaobjetivos adicionales para su inclusión en un marco de programación de metaobjetivos basado en la pobreza absoluta y relativa, respectivamente. La pobreza resultante que incorpora el modelo de programación de metaobjetivos se compara con otras variantes de programación de objetivos en un conjunto de pruebas de modelos de asignación de presupuesto escolar. Los resultados demuestran cómo la incorporación de los principios de pobreza permite una mayor flexibilidad de modelado en el marco de programación de los objetivos. Esto, a su vez, permite a los responsables de la toma de decisiones evitar soluciones que estén por debajo de los niveles umbral para un subconjunto de partes interesadas, ya sea en un sentido relativo o absoluto. Se dan conclusiones y sugerencias apropiadas para futuras investigaciones.

This paper presents a methodology for the incorporation of poverty related concepts into the goal programming paradigm. The concepts of poverty line, absolute poverty and relative poverty are discussed in the context of their potential usage in the field of Operations Research. The synergy between goal programming and poverty lines is examined. Two additional meta-goals are proposed for inclusion in a meta-goal programming framework based around absolute and relative poverty respectively. The resulting poverty incorporating meta-goal programming model is compared against other goal programming variants over a test set of school budget allocation models. The results demonstrate how the incorporation of poverty principles allows for greater modelling flexibility in the goal programming framework. This in turn allows decision makers to avoid solutions that are below threshold levels for a subset of stakeholders in either a relative or absolute sense. Appropriate conclusions and suggestions for future research are given.
