The book discusses a number of issues that, although important from a sustainability perspective, have so far received only limited attention in the academic literature. This is, for example, the case for the use of framework agreements, which may have important implications for sustainable public procurement due to their scale, broad scope and issues of control in an aggregated procurement. Marta Andrecka investigates the opportunities and challenges for including sustainable considerations in the procurement of framework agreements, discussing in particular the capacity of framework agreements, established through centralised purchasing bodies, to promote innovation and sustainable solutions and the risks regarding control of supply chains in framework agreements from a ‘bottom-up’ and ‘top-down’ perspective.
