Digitale Infrastrukturen - Spezifik, Relationalität und die Paradoxien von Wandel und Kontrolle

Abstract

Komplexe und integrierte Informations- und Steuerungssysteme beeinflussen Arbeit- sowie Organisationsprozesse tiefgreifend und nachhaltig. Als zentrale Instanzen der Digitalisierung in Organisationen lassen sich diese Systeme nicht mehr länger als passive Instrumente begreifen oder auf technische Gegebenheiten verkürzen. Der vorliegende Beitrag schlägt vor, den dominierenden Fokus auf Effekte digitaler Technologien zu erweitern und das Konzept der (digitalen) Infrastrukturen aufzugreifen. Am Fallbeispiel einer kommunenübergreifenden Portallösung für Soziale Dienste sowie eines Krankenhausinformationssystems werden drei zentrale Implikationen dieses Zugriffs exemplarisch illustriert: die Bedeutung des digitalen Charakters der Infrastruktur, die relationale Bedeutung von Infrastrukturen sowie die in ihnen angelegten Paradoxien von Wandel und Kontrolle.

Complex and integrated information- and management systems are influencing work and organizations deeply while incrementally extending their scope. As central elements of current processes of digitization, these systems cannot longer be reduced to passive tools or to mere technical facilities. This article promotes to expand the given focus on the effect of digital technologies and suggests picking up the concept of (digital) infrastructures. Using empirical material from a case study of a digital portal for social services and a hospital information system, three central implications of taking the concept into account are illustrated: the importance of the digital characteristics of the infrastructure, its relational character and the resulting paradoxes of change and control.
