Использование Ð¼ÐµÑ Ð°Ð½Ð¸Ð·Ð¼Ð¾Ð² государственно-частного партнёрства при реализации Ð¸Ð½Ñ„Ñ€Ð°ÑÑ‚Ñ€ÑƒÐºÑ‚ÑƒÑ€Ð½Ñ‹Ñ Ð¿Ñ€Ð¾ÐµÐºÑ‚Ð¾Ð² в транспортной сфере

Abstract

Объект исследования – проект государственно-частного партнерства по строительству автодорожного путепровода, предмет исследования – возможность использования государственно-частного партнерства в транспортной сфере. Цель настоящей работы проанализировать целесообразность использования механизма ГЧП при реализации инфраструктурных проектов в транспортной сфере на примере создания автодорожного путепровода. В ходе исследования были поставлены следующие задачи: 1. Рассмотреть теоретические аспекты понятия инфраструктура, её основные виды и критерии объектов. 2. Анализировать состояние инфраструктуры в России, выделить регионы с наиболее и наименее развитой инфраструктурой. 3. Выявить формы ГЧП при реализации проектов транспортной инфраструктуры в России, их различия. 4. Определить проблемы развития транспортной сферы г. Санкт-Петербурга. 5. Разработать транспортный проект на основе механизма ГЧП на примере автодорожного путепровода в г.Санкт-Петербурге. В результате исследования было определено, что государственно-частное партнерство является эффективным долгосрочным механизмом взаимодействия государства и бизнеса для реализации инфраструктурных проектов в транспортной сфере. Результаты исследования могут быть полезны при принятии решений о реализации проектов государственно-частного партнерства в транспортной сфере и для дальнейшего проведения теоретических исследований.

The object of the research is the public-private partnership project for the construction a road overpass, the subject of the research is the possibility of using public-private partnership in the transport sector. The work’s aim is to analyze the feasibility of using the PPP mechanism in the implementation in transport infrastructure projects on the example of the construction a road overpass. During the study, the following tasks were set: 1. To consider the theoretical aspects of the infrastructure, its main types and criteria of objects. 2. To analyze the current infrastructure in Russia, identify the regions with the most and least developed infrastructure. 3. To identify PPP’s forms in the transport infrastructure projects in Russia, define their main differences. 4. To determine the transport sector problems in St. Petersburg; 5. To create a project in the transport sector based on the mechanism of public-private partnership on the example of a road overpass in St. Petersburg. As a result of the study, it was revealed that public-private partnership is an effective long-term mechanism of interaction between the state and business for the implementation of infrastructure projects in the transport sector. The research results can be useful in making decisions on the implementation of public-private partnership projects in the transport sector and for further theoretical research.
