
Объект иÑÑÐ»ÐµÐ´Ð¾Ð²Ð°Ð½Ð¸Ñ â€“ проект гоÑударÑтвенно-чаÑтного партнерÑтва по ÑтроительÑтву автодорожного путепровода, предмет иÑÑÐ»ÐµÐ´Ð¾Ð²Ð°Ð½Ð¸Ñ â€“ возможноÑть иÑÐ¿Ð¾Ð»ÑŒÐ·Ð¾Ð²Ð°Ð½Ð¸Ñ Ð³Ð¾ÑударÑтвенно-чаÑтного партнерÑтва в транÑпортной Ñфере. Цель наÑтоÑщей работы проанализировать целеÑообразноÑть иÑÐ¿Ð¾Ð»ÑŒÐ·Ð¾Ð²Ð°Ð½Ð¸Ñ Ð¼ÐµÑ…Ð°Ð½Ð¸Ð·Ð¼Ð° ГЧП при реализации инфраÑтруктурных проектов в транÑпортной Ñфере на примере ÑÐ¾Ð·Ð´Ð°Ð½Ð¸Ñ Ð°Ð²Ñ‚Ð¾Ð´Ð¾Ñ€Ð¾Ð¶Ð½Ð¾Ð³Ð¾ путепровода. Ð’ ходе иÑÑÐ»ÐµÐ´Ð¾Ð²Ð°Ð½Ð¸Ñ Ð±Ñ‹Ð»Ð¸ поÑтавлены Ñледующие задачи: 1. РаÑÑмотреть теоретичеÑкие аÑпекты понÑÑ‚Ð¸Ñ Ð¸Ð½Ñ„Ñ€Ð°Ñтруктура, её оÑновные виды и критерии объектов. 2. Ðнализировать ÑоÑтоÑние инфраÑтруктуры в РоÑÑии, выделить регионы Ñ Ð½Ð°Ð¸Ð±Ð¾Ð»ÐµÐµ и наименее развитой инфраÑтруктурой. 3. Ð’Ñ‹Ñвить формы ГЧП при реализации проектов транÑпортной инфраÑтруктуры в РоÑÑии, их различиÑ. 4. Определить проблемы Ñ€Ð°Ð·Ð²Ð¸Ñ‚Ð¸Ñ Ñ‚Ñ€Ð°Ð½Ñпортной Ñферы г. Санкт-Петербурга. 5. Разработать транÑпортный проект на оÑнове механизма ГЧП на примере автодорожного путепровода в г.Санкт-Петербурге. Ð’ результате иÑÑÐ»ÐµÐ´Ð¾Ð²Ð°Ð½Ð¸Ñ Ð±Ñ‹Ð»Ð¾ определено, что гоÑударÑтвенно-чаÑтное партнерÑтво ÑвлÑетÑÑ Ñффективным долгоÑрочным механизмом взаимодейÑÑ‚Ð²Ð¸Ñ Ð³Ð¾ÑударÑтва и бизнеÑа Ð´Ð»Ñ Ñ€ÐµÐ°Ð»Ð¸Ð·Ð°Ñ†Ð¸Ð¸ инфраÑтруктурных проектов в транÑпортной Ñфере. Результаты иÑÑÐ»ÐµÐ´Ð¾Ð²Ð°Ð½Ð¸Ñ Ð¼Ð¾Ð³ÑƒÑ‚ быть полезны при принÑтии решений о реализации проектов гоÑударÑтвенно-чаÑтного партнерÑтва в транÑпортной Ñфере и Ð´Ð»Ñ Ð´Ð°Ð»ÑŒÐ½ÐµÐ¹ÑˆÐµÐ³Ð¾ Ð¿Ñ€Ð¾Ð²ÐµÐ´ÐµÐ½Ð¸Ñ Ñ‚ÐµÐ¾Ñ€ÐµÑ‚Ð¸Ñ‡ÐµÑких иÑÑледований.
The object of the research is the public-private partnership project for the construction a road overpass, the subject of the research is the possibility of using public-private partnership in the transport sector. The work’s aim is to analyze the feasibility of using the PPP mechanism in the implementation in transport infrastructure projects on the example of the construction a road overpass. During the study, the following tasks were set: 1. To consider the theoretical aspects of the infrastructure, its main types and criteria of objects. 2. To analyze the current infrastructure in Russia, identify the regions with the most and least developed infrastructure. 3. To identify PPP’s forms in the transport infrastructure projects in Russia, define their main differences. 4. To determine the transport sector problems in St. Petersburg; 5. To create a project in the transport sector based on the mechanism of public-private partnership on the example of a road overpass in St. Petersburg. As a result of the study, it was revealed that public-private partnership is an effective long-term mechanism of interaction between the state and business for the implementation of infrastructure projects in the transport sector. The research results can be useful in making decisions on the implementation of public-private partnership projects in the transport sector and for further theoretical research.
