Abstract

Предмет исследования: взаимодействие органов государственной власти и населения в эпоху цифровых технологий; нормативно-правовая база взаимодействия государства и населения с учетом направлений цифровизации государственного управления. Целью выпускной квалификационной работы является разработка предложений по совершенствованию взаимодействия ОГВ с населением на основе применения цифровых технологий Данная работа посвящена: 1. Комплексному исследованию теоретических основ цифровизации процессов взаимодействия органов государственной власти с населением. 2. Анализу аспектов влияния процессов цифровой трансформации государственного управления на качество и эффективность государственного управления на основании масштабного статистического исследования взаимосвязи показателей этих двух категорий. 3. Анализу цифровой трансформации предоставления государственных услуг как одного из каналов взаимодействия власти с населением. 4. Разработке предложений по совершенствованию нормативно-правовой базы оказания государственных услуг с учетом принципов циифровизации, по совершенствованию механизмов взаимодействия в условиях цифровой трансформации общества. В работе представлены рекомендации по развитию Единого портала государственных и муниципальных услуг, рекомендации по вовлечению в процесс цифровизации государственного управления Многофункциональных центров, рекомендации по внесению изменений в ФЗ № 210-ФЗ «Об организации государственных и муниципальных услуг» и в ФЗ № 99-ФЗ «О лицензировании отдельных видов деятельности».

Subject of research: interaction of public authorities and the population in the digital age; regulatory framework for interaction between the state and the population, taking into account the directions of digitalization of public administration. The purpose of the final qualification work is to develop proposals for improving the interaction of the OGV with the population based on the use of digital technologies This work is devoted to: 1. A comprehensive study of the theoretical foundations of digitalization of the processes of interaction between public authorities and the population. 2. Analysis of the aspects of the impact of the processes of digital transformation of public administration on the quality and efficiency of public administration on the basis of a large-scale statistical study of the relationship between indicators of these two categories. 3. Analysis of the digital transformation of the provision of public services as one of the channels of interaction between the government and the population. 4. Development of proposals for improving the regulatory framework for the provision of public services, taking into account the principles of cification, for improving the mechanisms of interaction in the context of the digital transformation of society. The paper presents recommendations for the development of the Single Portal of State and Municipal Services, recommendations for the involvement of Multifunctional Centers in the process of digitalization of public administration, recommendations for amending Federal Law No. 210-FZ "On the Organization of State and Municipal Services" and Federal Law No. 99-FZ " On licensing of certain types of activities ”.
