Abstract

Тема выпускной квалификационной работы: «Принятие экологически значимых решений в сфере лесопользования». В выпускной квалификационной работе проанализировано значение лесов в Российской Федерации и выявлены причины необходимости нормативного регулирования лесной отрасли. Также изучено лесное законодательство Российской Федерации, отслежена разница правового регулирования разных видов лесов. В работе раскрыты понятия «лес», «экологически значимые решения» «лесопользование», рассмотрены виды ответственности за нарушение лесного законодательства. Автором приведены примеры способствующие принятию экологически значимых решений в сфере лесопользования и раскрыты сущность и значение экологической экспертизы и ОВОС при принятии таких решений. В дополнении, в исследовании описан полезный опыт зарубежных стран в сфере правового регулирования лесопользования. В заключении, выявлены актуальные проблемы правового регулирования в изучаемой теме и сформулированы пути решения.

The theme of the final qualification work: "The adoption of environmentally significant decisions in the field of forest management." In the final qualifying work, the significance of forests in the Russian Federation is analyzed and the reasons for the need for regulatory regulation of the forest industry are identified. Also studied the forest legislation of the Russian Federation, tracked the difference in legal regulation of different types of forests.The concepts of “forest”, “environmentally significant solutions”, “forest management” are disclosed, types of responsibility for violation of forest legislation are considered. The author gives examples of environmentally significant decisions in the field of forest management and discloses the essence and significance of environmental impact assessment and EIA when making such decisions. In addition, the study describes the useful experience of foreign countries in the field of legal regulation of forest management, identifies urgent problems of legal regulation in the topic under study and formulates solutions.
