Represión estatal y derechos humanos en sociedades de posguerra

Abstract

El presente estudio analiza las causas de la represión estatal en periodos de posguerra civil. Para ello adopta una perspectiva multifactorial que integra las características del enfrentamiento armado y la configuración de la sociedad posconflicto como ejes explicativos de las violaciones de los derechos humanos cometidas por el Estado. Desde el punto de vista empírico, este trabajo se sustenta en una amplia base de datos que incluye todos los periodos posbélicos registrados entre los años 1976 y 2012: un total de 70 episodios acaecidos en 56 países distintos. Los análisis muestran la relevancia de variables como la virulencia del conflicto armado, su dimensión étnica, el régimen político imperante tras la contienda, la presencia de oposición política o el tamaño poblacional a la hora de dar cuenta del estado de los derechos humanos en situaciones posconflicto. La investigación propone, asimismo, una nueva mirada al impacto de la debilidad estatal sobre la represión de posguerra. Sugiere, así, líneas alternativas de análisis y plantea la necesidad de explorar la posible aplicación de las políticas de state-building como herramienta adicional de garantía y respeto a los derechos humanos en escenarios posbélicos.
