In this article has been analyzed the structural transformation of the regional political and state-administrative elite, on the basis of which it has been identified as a set of independent, professionally trained leadership groups whose activities are oriented towards the realization of nationally regulated regional interests, which clearly correlates with the development of the institutional system. public administration of the state; the vertical and horizontal levels of interaction between the regional and national elites are specified, their status differentiation is revealed. To establish links between the regional and national elites, D.
