El artículo trata de forma comparativa, la manera en que funcionaron las primeras Asociaciones de Desarrollo Integral (ADI) en los distritos de Aguas Zarcas y La Fortuna, en el cantón de San Carlos (Alajuela), con la finalidad de interpretar las relaciones de poder que mediaban en esos espacios, las necesidades comunitarias, los proyectos y las estrategias desarrolladas para poner en práctica la dinámica de “crear comunidad” en un contexto rural durante la década de 1970.
