Soğuk Savaş’ın bitmesiyle beraber Putin Rusyası eski Sovyet coğrafyasındakaybettiği etkisini yeniden canlandırmak amacıyla daha aktifbir yakın çevre politikası izlemeye başlamıştır. Bu çerçevede Rusyayakın çevresindeki ülkelerde Avrupa Birliği ve NATO’nun etkisiniazaltmaya çalışmış ve bunu sağlamak için gerektiğinde sert güç kullanmaktançekinmemiştir. Rusya’nın Ukrayna’ya karşı tutumu bu politikasıile bağlantılı olmuş ve bu devlet Batı tarafından çevrelenmeyetaviz vermeyeceğini göstermiştir. Bu sorunun çözümlenmesinde Avrupalıdevletler ve özellikle Almanya’nın tutumu hayati önem taşımaktadır.
After the Cold War Putin’s Russia started to enforce a more active policy towards its neighbors to revive its impact in the former Soviet republics. In this framework Russia tried to reduce the impact of the European Union and NATO in its neighborhood countries and didn’t hesitate to use hard power if necessary. Russia’s attitude towards Ukraine has been appropriate to Russia’s policy and Russia showed that it will not compromise containing from the Western states.
