The human resources and institutional capacity to deliver services through the public sector are scarce in developing countries with no traditions of an overarching state and in which the world's poor people are increasingly concentrated. This makes economizing on interventions by government a central aspect of economic development. The paper discusses a range of expedients for economizing on government.
