
Performance measurement is an increasingly important part of managing work within and between processes and organizations. However, for some specialties and performance attributes, particularly in product design and development phases, formalized measures that indicate performance and progress of achievement have yet to be developed. A method of developing performance measures is proposed linked to role-based process modeling and supporting infrastructure technology. The method addresses the development of measures in situations that initially lack sufficient theory to formalize measurement constructs. Subjective empirical observations are accepted, assigned to specified roles and used as a basis for the development of formal measures, based on practice. Proposals are expressed in the context of current measurement frameworks developed within the software and systems community
