Abstract

A preliminary investigation was conducted to collect data of technological innovation of small and medium-sized manufacturing enterprises (SMMEs) in Hunan Province, China by questionnaire which was drawn up in close agreement with the main principles of the Oslo Manual. Then an index system and mathematical model were developed to measure technological innovation in SMMEs. Results obtained in this paper revealed that the current status of technological innovation in SMMEs is relatively weak compared to other countries according to the levels of input, intensity and outcome measures of technological innovation.
