The manufacturing activities of an enterprise can be categorized as production with high and low carbon emissions. The evolutionary path of enterprises is analyzed on the basis of a construction of the evolutionary game model. And then carbon tax which is regarded as an effective method to reduce emissions is tested. The conclusion is that carbon tax is not always useful. In addition, enterprise's investment in low carbon emission under different carbon tax policies is analyzed. At last, some practical significance are obtained.
