In recent years, a series of distributed photovoltaic support policies are approved in China to promote the development of the distributed photovoltaic power generation. It is difficult to evaluate the effect of the energy policies. To evaluate implementation effect of the policies, this paper proposes a policy implementation effect comprehensive assessment method- GAPIE. At first, quantitative evaluate the weakness of policy implementation effect by using effect index, and then through the policy effect weights to evaluate policy implementation situation and problems. The research conclusion can provide reference for distributed photovoltaic power policy making and perfecting.
