A model for p-p interactions below 350 Mev is studied, which contains a boundary condition to represent the shortrange potential, and a fourth order static perturbative tail for the long-range interaction. The scattering phase shifts and wave functions are found for various energies and quantum states. Pair suppression, ladder, and one- and two-pion-exchange effects are included in the potential.
