A theory of photon-plasmon-photon three-wave interaction is presented. An electromagnetic wave launched into the plasma turbulence interacts through the wave-particle interaction resulting in the emission of an electromagnetic wave with frequency up-shifted. The theory is based on the Dirac relativistic wave equation, where the interaction of plasma particles with electromagnetic waves is described. It is shown that the frequency up-shifting of the electromagnetic wave can take place in a current carrying plasma.
