
Users employing communication networks for their critical business needs expect a very high level of Quality of Service (QoS) and are aware of their requirements in advance in many cases. In this papers, we propose a model for a network that allows users to specify their requirements in advance and defer the decision to admit the call to optimize the usage of network resources. The application of this model for mobile networks is especially studied.
