The public debate on tax reform, studies of the consequences of the Economic Recovery Tax Act of 1981, and the criticism by the Roman Catholic bishops at their 1984 conference have focused attention once again on the “fairness” of income distribution in the United States This article surveys the arguments for and against income redistribution against the background of the latest empirical and theoretical findings.
