Factors which affect the intrinsic Q of shielded inhomogeneously filled resonators are analyzed. The dominant factor proves to be the resonator oscillation mode. Dielectric modes are characterized by high ohmic and low dielectric quality factors. For screened type modes the opposite is true. Optimization of resonator parameters to increase intrinsic quality factor is considered.
