Any system of physical units suffers from the distinction between defined and realized units. Defined units are theoretically conceived, faultless quantities. Realized units, by contrast, are to be implemented on the part of measuring devices and therefore affected by imperfections. This is why realized units are charged by uncertainties. On behalf of the BIPM (Bureau International des Poids et Mesures [BIPM], Seevres, France), the universally accepted system of units is the SI.
