
When there is no customer who is directly paying for a service, there are stakeholders who need to be managed. Often, these include the regulatory authorities. This chapter investigates the interactions between a gas and electricity utility and the regulatory authorities overseeing it and its rollout of so-called smart meters for gas and electricity. The government was requiring the utility to make haste with installing such smart meters in all homes. The utility made a great deal of haste, but was wise enough to also commission a stress test of the service supply chain. Lessons learned from this system dynamics-based stress test led to a renegotiation of the earlier targets, but also to the identification of non-obvious, high-leverage policies to speed up the rollout process.
