
This chapter presents the case analysis of the Chile Solidario (CHS). This program was launched in 2002, during the government of Ricardo Lagos, with the aim of promoting the integration of families living in extreme poverty with the social networks of the state and their access to better living conditions (Law 19.949 2004). In the first section of the Chapter I present the economic and political context in which the program arises. Secondly, I explain its formulation process, focusing on the period between 2000 and 2002. Finally, I analyze the predominant diffusion mechanisms that I detected during the adoption process—the learning mechanism—applying the methodological proposal presented in Chapter 3 and Appendix 3.
