This paper describes the planning phase of an evaluation process used by the senior author during his tenure as a W. K. Kellogg Consultant for prospective grant recipients in Zimbabwe. Specifically, this paper presents an overview of the planning that was used in evaluating the vocational and technical education programs in Zimbabwe, southern Africa. The planning process used in this paper is designed to serve as a springboard to a more generic planning approach to be applied to any external evaluation of a vocational program in developing countries. Finally, this paper emphasizes planning as a precursor to logistical arrangements, implementation, analysis, and reporting.
