BALANCED DEVELOPMENT OF AGRICULTURAL LAND USE AS A MECHANISM FOR LAND RESOURCES MANAGEMENT

Abstract

The article is devoted to the consideration of the conditions for the formation of balanced agricultural land use through the prism of the introduction of effective mechanisms for land management. Theoretical and methodological basis of the study are the fundamental provisions of the economics of land use, general theoretical provisions of balanced development of agricultural lands. To solve the tasks set in the work, the following methods were used: abstract-logical (for theoretical generalizations of scientific research results and formation of conclusions); analysis and synthesis (with a comprehensive assessment and clarification of the current state of agricultural production); analogies and generalizations (to justify the importance of implementing effective levers of land management in order to ensure balanced land use). It is noted that at the present stage of development of land relations outdated concepts of organization and management of land resources, which are not focused on balanced land use, continue to operate. Emphasis is placed on the fact that most of the problems that arise in the process of organizing the balanced development of agricultural land use are determined by the imperfection of environmental and economic relations in land use, as well as ignoring ecosystem approaches to land use. As a result of the study, the provisions on balanced development of agricultural land use were further developed, the transition to which will eliminate the negative consequences of irrational use of land resources and ensure efficient agricultural production while taking into account social, environmental and economic aspects. Based on the analysis of the current state of the agricultural sector, the main aspects of balanced development of agricultural land use are proposed and substantiated, including: greening of production, creation of engineering infrastructure in the development of the territory, formation of integrated land and property complexes, receipt of funds to the state and local budgets from balanced production on land, timely receipt of reliable information on the composition, quality and condition of land use, etc.

Статтю присвячено розгляду умов формування збалансованого сільськогосподарського землекористування крізь призму впровадження дієвих механізмів управління земельними ресурсами. Теоретико-методологічною основою проведеного дослідження є фундаментальні положення економіки землекористування, загальнотеоретичні положення збалансованого розвитку сільськогосподарських земель. Для вирішення поставлених у роботі завдань використовувалися такі методи: абстрактно-логічний, аналізу і синтезу, аналогії та узагальнення. Розкрито сутність поняття «земельно-майновий комплекс». Акцентовано увагу на тому, що більшість проблем, які виникають у процесі організації збалансованого розвитку сільськогосподарського землекористування, визначаються недосконалістю еколого-економічних відносин у землекористуванні, а також ігноруванням екосистемних підходів до використання земельних ресурсів. Наголошено, що перехід до збалансованого сільськогосподарського землекористування забезпечить ефективне сільськогосподарське виробництво з одночасним урахуванням дії соціального, екологічного та економічного аспектів.
