Cultutura, creatividad y gobernanza internaciona La Nueva Agenda Urbana

Abstract

Resumen El artículo explora la relación entre la cultura y la creatividad en el contexto de la gobernanza internacional. Partiendo del concepto de ciudad creativa, extendido a escala mundial gracias a la Red de Ciudades Creativas de la UNESCO, en primer lugar, se hace un repaso del concepto, para luego estudiar aspectos relacionados con el tratamiento que le han dado varias organizaciones internacionales a la creatividad y a la cultura, centrándose en el papel de la UNESCO. Por último, con el objetivo de identificar elementos de cultura y creatividad presentes en el texto de la Nueva Agenda Urbana (NAU), se realiza un análisis de su contenido. El artículo finaliza con un resumen de cómo los organismos internacionales entienden la relación que se establece entre cultura y creatividad con el desarrollo urbano; y se plantea la pregunta sobre cómo poner en práctica las propuestas de la NAU dado que, por un lado, tiene un carácter ejecutivo desde lo local, pero, por otro, está firmada por representantes de los gobiernos nacionales que, en muchos casos. no tienen competencias en este asunto. Las ciudades, aunque están en el centro de la Agenda, no son percibidas como sujetos sino como objetos de la nueva agenda urbana. Abstract The article explores the relationship between culture and creativity in the context of international governance. Starting from the concept of a creative city, extended worldwide thanks to the UNESCO Creative Cities Network, first, a review of the concept is made, and then study aspects related to the treatment given by various international organizations to the creativity and culture, focusing on the role of UNESCO. Finally, in order to identify elements of culture and creativity present in the text of the New Urban Agenda (NAU), an analysis of its content is carried out. The article ends with a summary of how international organizations understand the relationship established between culture and creativity with urban development; also, the question arises about how to implement the proposals of the NAU since, on the one hand, it has an executive nature on the local level, but, on the other, it is signed by representatives of national governments that in many cases do not have competences in this issue. The cities, although at the centre of the agenda, are not perceived as subjects but as objects of the new urban agenda. Résumé L'article explore la relation entre la culture et la créativité dans le contexte de la gouvernance internationale. Partant du concept de ville créative, étendu dans le monde entier grâce au réseau des villes créatives de l'UNESCO, le concept a été d'abord révisé. Ensuite, plusieurs aspects liés aux traitements de la créativité et de la culture ont été analysés par les organisations internationales en mettant l'accent sur le rôle de l'UNESCO. Finalement, une analyse du contenu de Nouvel Agenda Urbain est réalisée afin d'identifier les éléments culturels et créatifs qui font part du texte. La fin de l'article résume comment les organisations internationales comprennent la relation établie entre la culture et la créativité avec le développement urbain. En même temps, il est difficile de déterminer comment mettre en œuvre les actions de NAU qui, d'un côté a le pouvoir exécutif dans le domaine local, mais qui est, de l'autre côté, signé par des représentants des gouvernements nationaux qui n'ont pas souvent les compétences nécessaires. Les villes, bien qu'elles soient situées au centre de l'Agenda, ne sont pas conçues comme des sujets mais plutôt comme des objets du nouvel agenda urbain. Resumo O artigo explora a relação entre cultura e criatividade no contexto da governança internacional. Partindo do conceito de cidade criativa, estendido a escala mundial pela Rede UNESCO de Cidades Criativas, em primeiro lugar, se realiza um repasso do próprio conceito. Posteriormente se analisam vários aspectos relacionados com o tratamento da criatividade e da cultura por organizações internacionais, centrando-se no papel da UNESCO. Por último, com o objetivo de identificar elementos de elementos de cultura e criatividade presentes no texto da Nova Agenda Urbana (NAU), se realiza uma análise do seu conteúdo. O artigo finaliza com um resumo de como os organismos internacionais entendem a relação que se estabelece entre cultura e criatividade e, desenvolvimento urbano; também se levanta a pergunta sobre como colocar em prática as propostas da NAU dado que, por um lado, possui um caráter executivo desde o local, mas, pelo outro lado, está assinada pelos governos nacionais que em muitas ocasiões não possuem competências sobre este assunto. As cidades, ainda que postas no centro da Agenda, não são percebidas como sujeitos e sim, como objetos da agenda.
