In our modern society, people may encounter with congenital and postnatal health problems. Beside the treatment of diseases, the health facilities also provide rehabilitation service. People having health problems benefit from the first, second, third grade health facilities and they are treated there. In this research; the reasons of the matters and their solution process while the disabled people encountered at the health facilities be examined. Health policies, projects and health improvements for disabled people were evaluated. The service for provided for disabled people and their families with respect to the social, cultural and economic situations and the attitude, behavior and perspective of family after facing health problems and determining the expectations of disabled people from the society and government will be a complete state of goodness. The matter of burden for family caused by economic difficulties the disabled people encountered at the health facilities and sufficiency of the precautions has been investigated. Investigating the economic aspect of health policies applied for disabled people and a study on determining the main problems have to be carried out. Examined legal and administrative arrangements for healthcare services for people with disabilities. Health problems of persons with disabilities, the institutions work on this issue, the laws, regulations and developments in this field are investigated. Expectations of health professionals and people with disabilities had been discussed approaches to serve persons with disabilities. With disabilities and their families, including disability-related legislation, more particularly, to inform interested parties to ensure the realization of rights is emphasized. Realization of the decisions and applications increasing the life standards of the disabled people, shooting of these troubles in terms of society and disabled people raise the awareness for both mentally disabled people and the possibility of being a nominee of disabled someday. Günümüz toplumunda, insanlar doğuştan ya da sonradan meydana gelen sağlık sorunları ile karşılaşabilirler. Sağlık kuruluşları birçok hastalığın tedavisi yanında rehabilitasyon hizmeti de sunmaktadır. Her türlü sağlık sorunu olan bireyler birinci, ikinci, üçüncü basamak sağlık kuruluşlarından faydalanmakta ve tedavi olabilmektedirler. Özürlü bireylerin sağlık hizmetlerinde yaşadıkları problemler sonrası ailenin bakış açısı, davranış, tutumları toplumdan ve devletten beklentilerinin neler olduğu, yaşadıkları ekonomik zorluklar, karşılaşılan problemler ve alınan tedbirlerin yeterli olup olmadığı ele alınmaya çalışılmıştır. Engellilerin sağlık kuruluşlarından faydalanırken karşılaştıkları sorunların nedenleri, çözüm süreci, uygulanan sağlık politikaları, projeler ve yapılan sağlık iyileştirmeleri anlatılmıştır. Zihinsel engellilerin sağlık hizmetlerinden faydalanmalarına ilişkin yasal düzenlemeler, sağlık sorunları, sağlık kurumların bu alandaki çalışmaları ve yaşanan son gelişmeler incelenmiştir. Engellilikle ilgili yasal mevzuatın bilinmesi, engelli ve ailesini bilgilendirmek, engellilere verilen hakların hayata geçirilmesi üzerinde durulmuştur. Sağlık çalışanlarının özürlü bireylere hizmet yaklaşımları ve engellilerin beklentileri ele alınmaya çalışılmıştır. Engelli bireylerin yaşam kalitesini arttıran kararların ve uygulamaların hayata geçirilmesi, sorunların giderilmesi zihinsel engellilere karşı bilinçlenmemizi sağlayacaktır.
