Abstract

В статье отмечается, что изменения в социально-экономическом развитии России второй половины ХІХ в. ставили новые задачи перед всей системой образования, включая проблему подготовки педагогических кадров, без решения которой серьезная реорганизация просвещения была невозможна. Должное внимание этому вопросу уделялось в странах Запада, особенно в Германии, где была создана строгая, на то время образцовая система педагогической подготовки. На основе анализа, в первую очередь, материалов педагогической журналистики рассматривается образовательная и кадровая политика стран Западной Европы и России (в том числе и в белорусских губерниях), подходы и направления решения проблемы и результативность предпринятых решений.
