Niebezpieczne umysły : czy otwarta nauka może szkodzić?

Abstract

Artykuł prezentuje innowacyjne podejście w badaniach nad szkolnictwem wyższym i polityką naukową. Rozpowszechniona narracja traktuje otwartość nauki i dostęp do edukacji wyższej jako dobro wspólne, do którego należy zapewnić jak najszerszy dostęp. Jednak doświadczenia amerykańskie pokazują wyraźnie, że otwieranie dostępu do rezultatów badań i edukacji wyższej może stanowić zagrożenie dla bezpieczeństwa narodowego. Obok łatwego do zrozumienia niebezpieczeństwa w postaci wykorzystania odkryć naukowych dla celów militarnych przez wrogie reżimy, niepokojącym zjawiskiem jest także na przykład uzależnienie od zagranicznych absolwentów w zakresie pokojowego wykorzystania energii nuklearnej. I tak doświadczenie USA może stanowić ważny argument dla przemyślenia polskiego podejścia do otwartości naukowej.

The article presents an innovative approach in research on higher education and science policy. The prevailing narrative treats openness in science and access to higher education as a common good that should be provided with the widest possible access. However, American experiences clearly show that widening open access to research results and higher education can pose a threat to national security. Alongside the easily understandable danger of using scientific discoveries for military purposes by hostile regimes, another concerning phenomenon is, for example, dependence on foreign graduates in the peaceful use of nuclear energy. Thus, the US experience can be an important argument for reconsidering Poland's approach to scientific openness.
