Abstract

En este trabajo se caracteriza la gobernanza educativa y escolar en escuelas secundarias de contextos rurales de Argentina durante la emergencia sanitaria producida por la Pandemia de COVID-19. A partir de múltiples fuentes primarias y secundarias de datos cuantitativos y cualitativos (resultados de la ENCP, entrevistas realizadas a directores provinciales de educación secundaria común, privada y rural de las jurisdicciones y entrevistas a directivos de escuelas rurales) se identifican los factores y estrategias que han favorecido la continuidad del proceso de escolarización en “contextos rurales”. En la producción normativa estas escuelas han tenido escaso reconocimiento de su singularidad. En lo que respecta a la gobernanza escolar, se registra un notable despliegue de la autonomía institucional para adaptarse a las condiciones de la escolarización en contextos rurales. Las marcas de la cultura escolar en la ruralidad han tenido un papel clave para la gobernanza escolar a la vez que produjeron una revitalización de su sentido.

In this work, we characterize educational and school governance in Argentine high schools of rural contexts during the health emergency produced by the COVID-19 pandemic. We identify the factors and strategies that favored the continuity of the schooling process in “rural contexts”, from multiple primary and secondary sources of qualitative and quantitative data (results of the ENCP -National Evaluation of the Pedagogical Continuity Process-, interviews with high-school level provincial directors, and with principals of private and rural high-schools of the different jurisdictions). The uniqueness of these high schools was not addressed in the regulations. As to school governance, we noticed a considerable display of institutional autonomy to adapt to the conditions of schooling in rural contexts. School culture marks in rural schools have had a key role for school governance, whilst revitalizing its meaning.
