Налаживание межведомственного взаимодействия в Приморском крае в условиях Великой Отечественной войны

Abstract

В статье на основании документов российских государственных архивов рассматривается процесс налаживания взаимодействия партийных, советских, хозяйственных и военных учреждений в Приморском крае во время Великой Отечественной войны. Особое внимание уделяется взаимодействию в сфере сельскохозяйственного производства, строительства оборонительных объектов, снабжения сухопутных войск и Тихоокеанского флота продовольствием и другими материальными ресурсами. На конкретных примерах раскрывается руководящая и контролирующая роль Приморского краевого комитета партии большевиков и других партийных органов. Налаживание межведомственного взаимодействия позволило промышленным, сельскохозяйственным, рыбопромысловым и транспортным предприятиям Приморского края решить задачи по обеспечению обороноспособности советского Дальнего Востока. Сама же система межведомственных отношений в Приморском крае за годы войны была существенно изменена, что повысило ее эффективность по сравнению с довоенным временем.

Using some documents from Russian state archives the author analyzes the process of coordinating and facilitating the interaction among the Bolshevik party, Soviet administrative, procurement, and military institutions in Primorsky krai (Primorye) during the Great Patriotic War (1941 – 1945). An emphasis is laid on the cooperation in the areas of agricultural production, construction of defense facilities, food and other supplies for ground forces and the Pacific Fleet. Specific examples are used to illustrate the leading controlling role of the Bolshevik Party Committee and other party bodies of Primorsky krai. The cross-institutional cooperation enabled manufacturing, agricultural, fishing, and transportation industries in Primorsky krai to secure the defensive capacity of the Soviet Far East. The network of cross-administrative links in Primorsky krai was considerably transformed during the war, which resulted in its greater efficiency compared to the pre-war period.
