Общественно–государственное управление как фактор инновационного развития образовательного учреждения

Abstract

На основе анализа существующей практики привлечения социальных партнеров к управлению образо-вательного учреждения выявлена недостаточная их ориентация на продуктивное взаимодействие субъ-ектов образовательного процесса и общественности в решении социально-значимых для них проблем. Раскрыта сущность понятий «общественно-государственное управление» и «государственно-общественное управление». Определена ценностно-целевая установка общественно-государственного управления образовательными системами. Выявлены принципы и признаки продуктивного обществен-но-государственного управления. Предложены мероприятия, обеспечивающие снятие объективно суще-ствующих затруднений в процессе становления общественно-государственного управления образова-тельным учреждением. Доказано, что эффективность системных изменений и инновационных процессов в образовании может быть достигнута в процессе созидательного сотрудничества гражданских институ-тов и государственных органов управления.

On the basis of the analysis of the existing practice of involvement of the social partners in the governance of ed-ucational institutions revealed a lack of orientation to the product-effective interaction of the subjects of the edu-cational process and the public in the decision of socially significant problem for them. The essence of the concepts of «public control» and «state and public administration». Determined by the value-oriented goal of the public-state management of educational systems. Identified principles and signs of productive public-state management. Proposed measures to ensure the removal of existing and the existing difficulties in the process of developing a public-state management of educational institution. It is proved that the efficiency of the system changes and innovative processes in education can be DOS-achieved in the process of constructive cooperation of civil institutions and state-public management bodies.
