Управление инновационной деятельностью в условиях вступления России в ВТО

Abstract

В статье рассматриваются проблемы российской экономики в условиях вступления ее в ВТО. Подчеркивается на необходимость создания эффективной системы управления инновационной деятельности, как фактора повышения конкурентоспособности российских предприятий. В работе инновационный процесс рассматривается как преобразование идеи в продукт, проходящий этапы фундаментальных и прикладных исследований, его конструкторские разработки, создание технологии производства, маркетинга, организации производства и реализации. В статье обосновывается, что эффективное управление инновационной деятельностью зависит от соответствующего организационного, правового, экономического, технологического, информационного, кадрового обеспечения. Авторы доказывают, что одним из ключевых моментов системы управления инновационного развития является кадровое обеспечение. В работе выделяются основные принципы управления человеческими ресурсами развития инновационной деятельности, предлагается система развития персонала в рамках инновационной деятельности, представлен алгоритм разработки и реализации стратегии развития персонала во взаимосвязи со стратегией инновационного развития предприятия.

The article discusses the problems of the Russian economy in the face of its entry into the WTO. The need for effective management of innovation as a factor in increasing the competitiveness of Russian enterprises is emphasized. In the process of innovation is seen as a transformation of ideas into a product that passes the stages of basic and applied research, its development, to the creation of technology, marketing, production and sales. The article substantiates that effective management of innovation depends on the organizational, legal, economic, technological, information, human resources. The authors argue that one of the key management system is the innovative development of staffing. The article highlights the basic principles of human resource management of innovation, proposes a system of personnel development within the frame work of innovation, an algorithm for the design and implementation of staff development strategy in conjunction with strategy of innovative development of enterprise.
