Методология финансового обеспечения функционирования общественной инфраструктуры

Abstract

В статье раскрывается понятие общественной инфраструктуры, рассматриваются методологические основы финансовых отношений и финансового обеспечения ее функционирования. В целях определения целесообразности, а также мер и механизмов эффективного государственного регулирования, результативного финансового обеспечения и развития финансовых отношений в исследуемой сфере автор развивает теорию общественных благ применительно к услугам общественной инфраструктуры. Наглядно представлена структура финансового обеспечения функционирования общественной инфраструктуры, включающая объектно-субъектный состав финансовых отношений, методы и инструменты финансового обеспечения.

The article deals with the concept of public infrastructure, methodological basis of its financial relations, maintenance and funding. The author considers public infrastructure services in the light of public goods theory with the purpose to define feasibility of state regulation measures and mechanisms, funding and financial relations. The scheme of public infrastructure financing including object-subject financial relations, methods and tools of financing is described in detail.
