Как повысить рейтинги российских вузов

Abstract

The paper analyzes management of universities in the U. S., compared with the pre-revolutionary Russia. The set of measures to reform the management is proposed to enhance the quality of learning and training of teachers, which will lead to raising of international rankings of our universities. Among them: replacement of re-examination by retraining, division of teaching career in two parts: work at a fixed term and tenure. It is shown that the basic principle of management should be independence of professors from administration based on the impossibility to dismiss those who have achieved success in research. By the democratic control over the actions of administration proactive development of departments and the faculty can be reached and as well as the university and its administration independence, as stated in the Bologna Declaration, that necessary for the effective development of educational and research activities.

В статье анализируется устройство управления университетами в США в сравнении с дореволюционной Россией. Предлагается набор мер по реформированию управления для повышения качества обучения и подготовки преподавателей, что приведет к повышению международных рейтингов наших университетов. Среди них: замена пересдач экзаменов повторным обучением, деление педагогической карьеры на конкурсную и постоянную части. Показано, что основным принципом управления должна стать независимость преподавателя от администрации, построенная на невозможности увольнения тех, кто достиг успеха в научной деятельности. С помощью демократического контроля преподавателей за действиями администрации достигается инициативное развитие кафедр и факультета и обеспечивается провозглашенная в Болонской декларации независимость университета и его руководства, необходимая для эффективного развития учебной и научной деятельности.
