Оценка ресурсов инновационного потенциала региона

Abstract

The assessment of resources of innovative capacity of the region with application of a method main a component of the factorial multidimensional analysis is carried out. As the region which doesn't have high rates of innovative activity the Republic of Buryatia is accepted. Rather positive dynamics of innovative development is noted in spite of the fact that the indicator internal current costs of researches and development didn't undergo almost any changes, and the specific weight of costs of technological innovations was slightly lost. The main groups of the factors having the greatest impact on innovative development of the Republic of Buryatia and a circle of problems which decision will allow to use effectively available resources of innovative potential are revealed and to increase innovative activity of the organizations. Perspective development requires improvement of innovative infrastructure, increase of a level of quality of technological base of the enterprises; development of institutional structure of innovative activity of the Republic of Buryatia.

Проведена оценка ресурсов инновационного потенциала региона с применением метода главных компонент факторного многомерного анализа. В качестве региона, не обладающего высокими показателями инновационной активности, принята Республика Бурятия. Проведен динамический анализ основных показателей инновационной деятельности республики. Отмечена относительно положительная динамика инновационного развития, несмотря на то, что показатель наукоемкости не претерпел практически никаких изменений, а удельный вес затрат на технологические инновации незначительно снизился. Выявлены основные группы факторов, оказывающих наибольшее влияние на инновационное развитие Республики Бурятия, и круг проблем, решение которых позволит эффективно использовать имеющиеся ресурсы инновационного потенциала и повысить инновационную активность организаций. Для перспективного развития необходимо усовершенствование инновационной инфраструктуры, повышение уровня качества технологической базы предприятий; развитие институциональной структуры инновационной деятельности Республики Бурятия.
