Предпосылки и условия сближения образовательных систем стран постсоветского пространства в современных реалиях

Abstract

The Europeanization of education in post-Soviet countries not means the end of the integration process of national educational systems into a single space. Conversely, in the absence of destructive external impacts, Europeanization promotes this process the same way as it has contributed to it in EU. Therefore, to identify the main factors and conditions of such integration is significant not only for Russia, but also for the post-Soviet space. In my article, I examined some prerequisites and conditions of educational systems rapprochement in post-Soviet space in terms of integrated educational post-Soviet space reconstruction in new social reality. My conceptual reasons are based on ideas of Russian sociologists’ researches about inefficiency of CIS integration and on the sociological studies results obtained for near abroad countries (first of all, Ukraine and Moldova). The subjects of my study are: (I) Russian sociologists’ new ideas on the contemporary society state and its development as a basis for educational space; (ii) prerequisites and conditions of rapprochement of post-soviet states national educational systems. So, for this proposes, I have used sociological and geopolitical methods, as well as discourse analysis to reconstruct integrative educational space or special risks in it. As a result of my study, I have shown there are some basic factors of national education systems integration in post-Soviet space: (i) integration of national economics in common economical space, because in nowadays, economic is one of characteristic of humanitarian space (cultural potential, human potential, human capital, etc.); (ii) speed of change, particularly speed of social mobility, which begins to play the role of new social capital and becomes an indicator of modernization, cultural and scientific achievements; (iii) orientation of education systems on developing new information technologies in accordance with international standards in this area; (iv) availability of adequate criteria for evaluating the effectiveness of the educational system. I conclude these conditions are the methodological grounds for project activity of both government institution of post-soviet states and public and private initiatives in establishment of integrated post-soviet educational space in new realities.

В свете социологических идей российских ученых, касающихся современного состояния общества и его развития, автором выявлены предпосылки и обоснованы условия сближения образовательных систем постсоветских государств в современных реалиях с целью реконструкции на новых основаниях единого образовательного постсоветского пространства.
