Концепция обеспечения доступности образовательных услуг как основная задача модернизации системы образования в России

Abstract

In the article the conceptual approaches to ensuring availability of the educational services which are the most satisfying with the expected and not expected educational requirements of the population on equal terms observing their quality, reliability and compliance with society requirements are presented. Priority problems of availability of educational services as the ultimate goal of modernization of domestic education are highlighted. It is defined that the carried out modernization of education does not promote formation of the concept of ensuring educational services availability.

В статье раскрыты концептуальные походы к обеспечению доступности образовательных услуг, максимально удовлетворяющих ожидаемым и неожидаемым образовательным потребностям населения на равных условиях при соблюдении их качества, надежности и соответствия требованиям социума. Выделены приоритетные задачи доступности образовательных услуг как конечной цели модернизации отечественного образования. Определено, что проводимая модернизация образования не способствует формированию концепции обеспечения доступности образовательных услуг.
