Abstract

Paper highlights the process on establishing the European Qualifications Framework (EQF) by the European Commission. To define the relative approach on further cooperation development between EU and member countries in the context of the EQF adoption on a national level the Commission agreed on approach built on the Recommendation of the European Parliament and of the Council on the Establishment of the European Qualifications Framework for lifelong learning in accordance with Article 149 and Article 150 of the Treaty establishing the European Community. The agreed approach corresponds to the Principle of subsidiarity as it is maintain and supplements the EU member states activities, supports the development of cooperation between them and promotes transparency as well as improves the mobility and lifelong learning goals achievement both on EU and member states levels. The Recommendation upon agreed approach is also conform to the Principle of proportionality as it doesn't replace but aim to support the national qualification systems. Paper encloses the translation of the original text of the European Commission Proposal for a Recommendation of the European Parliament and of the Council on the Establishment of the European Qualifications Framework for lifelong learning (EQF) as well.

Статья обращается к работе Европейской комиссии по учреждению Европейской рамки квалификаций. Важным направлением работы Комиссии по учреждению ЕКР стал выбор подхода, в соответствии с которым будут выстраиваться последующее взаимодействие между ЕС и странами-членами. В ходе состоявшихся консультаций Комиссия остановилась на подходе, в рамках которого учреждение ЕКР будет осуществлено на основе Рекомендации Европейского парламента и Совета, разработанной в соответствии со статьей 149 и статьей 150 Договора об учреждении Европейского Союза. Данный подход удовлетворяет принципу субсидиарности, поскольку он поддерживает и дополняет действия стран-членов ЕС, содействует углублению сотрудничества между ними, достижению прозрачности, повышению мобильности и реализации целей обучения в течение всей жизни. Рекомендация также удовлетворяет принципу пропорциональности, поскольку не замещает национальные квалификационные системы и квалификации. Перевод текста Предложения Европейской комиссии и Рекомендации Европейского парламента и Европейского совета об учреждении Европейской квалификационной рамки для обучения в течение всей жизни представлен в приложении к статье.
