Совершенствование механизма социальной легитимации молодежного лидерства

Abstract

The article describes promising techniques of involving young people in social management at the different levels through the leadership potential of young people. The concepts of social institute, institutionalization and power relation are defined. The authors apply institutional approach to define the concept of youth leadership, as well as show regularities of its further formalization and possible development. Some promising tendencies in the leadership institutionalization within the social relations system are given. The most effective forms of organizing young people are identified and the most promising of them are presented. The authors describe youth organizations and youth parliaments as the most institutionalized forms of young people associations. The main problems in the institutionalization of youth organizations and specificity of leadership in the promising forms of youth self-association are investigated. The study also reveals the possibility of using information technologies for maintaining communication between youth leaders and their followers. The model of a young leader’s advancement, affirmation and formalization is outlined. The model depicts the processes of leadership institutionalization in the youth environment. A mechanism of a leader’s advancement and sacking is investigated. Some limitations and contradictions occurring during the youth leader institutionalization are detected and explained. The examples of collaboration between the youth leaders and the regional authorities in the Republic of Bashkortostan and Ufa are given.

Рассмотрены перспективные методики вовлечения молодежи в социальное управление на различных уровнях через лидерский потенциал молодых людей. Даны понятия «социальный институт», «институционализация» и «властеотношение». Применен институциональный подход к определению понятия молодежного лидерства, а также перечислены особенности ее последующей формализации и возможного закрепления. Рассмотрены перспективные тенденции институционализации лидерства в системе социальных отношений. Определены наиболее эффективные формы организации молодых людей, а также выделены наиболее перспективные из них. Представлена характеристика молодежных организаций и молодежных парламентов как наиболее институционализированных форм организации молодых людей. Определены основные проблемы на пути институционализации молодежных организаций, а также особенности лидерства в перспективных формах самоорганизации молодежи. Раскрыты возможности использования информационных технологий для развития коммуникации молодежных лидеров со своими последователями. Представлена модель выдвижения, закрепления и формализации молодежного лидера из рядов молодых людей. Данная модель описывает происходящие процессы институционализации лидерства в молодежной среде. Рассмотрены механизмы выдвижения и отстранения лидера. Выявлены и объяснены недостатки и противоречия, возникающие в процессе институционализации молодежного лидерства. Приведены примеры сотрудничества лидеров молодежи с региональными властями на примере Республики Башкортостан и г. Уфы.
