Альтернативный подход к оценке объемов незаконно заготовленной древесины

Abstract

Considered one of the most topical problems of the Russian forest sector problem of illegal logging. Due to the fact that official statistics on volumes of illegal cuttings in tens times differ from independent expert assessments, particularly the issue of development of new methods of analysis of this indicator. The article offers an approach to estimating the volume of illegally harvested wood by citizens for their own needs on the basis of indicators of the average annual needs of volume of fuel firewood for the local population and the amount of wood supplied for heating according to the data of forestries.

Рассматривается одна из самых актуальных проблем российского лесного сектора проблема незаконных рубок. В связи с тем, что данные официальной статистики об объемах самовольных рубок в десятки раз отличаются от экспертных независимых оценок, особо остро стоит вопрос о разработке новых методик анализа данного показателя. В статье предлагается подход к оценке объемов незаконно заготовленной древесины населением для собственных нужд на основании показателей среднегодовой потребности объема топливных дров для местного населения и количества древесины, отпущенной на отопление по данным лесничеств.
