ЭФФЕКТИВНОСТЬ ВОСПРОИЗВОДСТВА ОСНОВНЫХ ФОНДОВ: ПРОБЛЕМЫ И ПЕРСПЕКТИВЫ

Abstract

This article analyzes various aspects of improving the existing renewal mechanism of the active part of capital assets in innovation-active systems. It examines the reasons having caused the imperfection of the renewal mechanism and states that a substantial transformation in the dynamics and structure of the requirements of the environment has led to its disa-greement with the requirements of the law of requisite variety. A package of measures of "system reconstruction" of the renewal mechanism that is adequate to the tasks of national economy modernization is proposed. It is proved that the solution of this problem is especially relevant for the innovation-active industries, mastering advanced technologies of the modern and new technological order.

Дан анализ различных аспектов совершенствования действующего механизма воспроизводства активной части основных фондов в инновационно-активных системах. Рассматриваются причины, породившие несовершенство механизма воспроизводства и констатируется, что существенная трансформация динамики и структуры требо-ваний внешней среды обусловила его несоответствие требованиям закона необходимого разнообразия. Предла-гается комплекс мер «системной реконструкции» механизма воспроизводства, адекватной задачам модерниза-ции национальной экономики. Обосновывается, что особо актуально решение этой проблемы для инновационно-активных производств, осваивающих перспективные технологии современного и нового технологического уклада.
