Автономия университета: классический подход к управлению инновациями

Abstract

The article is devoted to substantiation of the following three propositions: 1) To the extent that the activities of higher education institutions subordinated to the classic principle of the unity of research and teaching, University programs, by definition, must be innovative. 2) the Necessary condition for the emergence and the implementation of such programs — this University autonomy, legal and material conditions of which should be provided by the government with the assistance of private business, on the basis of the current capability of the company as a whole. 3) the Condition of rationality and efficiency of the decisions taken by superior the autonomy of the institutions of science and education, serves as a high level of free competition between them.

Статья посвящена обоснованию следующих трех тезисов: 1) В той степени, в какой деятельность высшей школы подчинена классическому принципу единства исследования и преподавания, университетские программы по определению должны быть инновационными. 2) Необходимое условие возникновения и осуществления таких программ — это университетская автономия, правовые и материальные условия которой должны обеспечиваться государством при содействии частного бизнеса, исходя из текущих возможностей общества в целом. 3) Условием рациональности и эффективности решений, принимаемых наделенными автономией институтами науки и образования, служит высокий уровень свободной конкуренции между ними.
