Abstract

The paper analyzes the methodological potential and functions of institutional researches in the structure of innovative management of educational potential at universities. Institutional studies are treated as applied, among which there are the prediction, design and simulation to obtain information necessary for decision making management. Methodology of Institutional Research is reviewed on the example of the Center for Monitoring and Forecasting of Tomsk State Pedagogical University. It is shown that at the stage of learning it is useful to conduct monitoring, forecasting and modeling, and social engineering, playing the role of mediator is very important on the stage of elaboration of the doctrine of development.
