Налоговые инструменты стимулирования малого предпринимательства коренных малочисленных народов Российской Арктики

Abstract

В статье рассматривается проблема сохранения и развития традиционного образа жизни, хозяйствования и промыслов коренных малочисленных народов севера России. По мнению авторов статьи, уменьшение численности населения в арктике представляется проблемой не только демографической и экономической, но имеет и эколого-культурологический аспект. высказывается авторская позиция о том, что для создания благоприятных налоговых условий осуществления предпринимательской деятельности на арктических территориях, направленной на развитие традиционного природопользования, целесообразно введение специального налогового режима для субъектов малого предпринимательства, осуществляющих коммерческую деятельность в арктической зоне Российской Федерации.

The article considers the problem of preservation and development of traditional ways of life, livelihoods and crafts of indigenous peoples in Russia. According to the authors, the decrease in population in Arctic is not only a problem of demographic and economic, but also has ecological and cultural aspect. The author’s position expresses that to create favorable tax conditions of doing business in Arctic territory directed to the developing of traditional land use, it is advisable to introduce a special tax regime for small businesses engaged in commercial activities in Arctic zone of the Russian Federation.
