The article is devoted to the study of the conceptual foundations of the formation and development of innovation cluster formations as a mechanism for the development of the resource potential of enterprise structures. It is proved that, one of the forms of effective management of the resource potential of entrepreneurial structures is their integrative interaction. The main types of business networks characterized by their specificity and strategic advantages are considered, the authors suggest the classification of network business models. On the basis of this material the essence of innovation cluster formations and the main approaches are analyzed to identify them, and the factors determining the choice of organizational forms of integration of business structures are studied. On the basis of this material the author's approach to the assessment of the synergies of innovative industrial cluster on the development of the regional economic system is formed, a system of criteria for evaluating the effectiveness of the functioning of the innovation cluster systems is given; and the use of the author's method of indicator calculation characterizing the dynamics of the development of innovation cluster in the regional economy is proved.

Статья посвящена изучению концептуальных основ формирования и развития инновационных кластерных образований как механизма развития ресурсного потенциала предпринимательских структур. Обосновано, что одной из форм эффективного управления ресурсным потенциалом предпринимательских структур является их интегративное взаимодействие. Рассмотрены основные виды предпринимательских сетей, охарактеризована их специфика и стратегические преимущества, предложена авторская классификация сетевых моделей бизнеса. На основе данного материала проанализирована сущность инновационных кластерных образований и основные подходы к их идентификации, а также изучены факторы, определяющие выбор организационной формы интеграции предпринимательских структур. На основе данного материала сформулирован авторский подход к оценке влияния синергетического эффекта инновационно-промышленного кластера на развитие региональной хозяйственной системы, предложена система критериев оценки эффективности функционирования инновационных кластерных систем и обосновано использование авторского метода формульного расчета показателя, характеризующего динамику развития инновационного кластера в региональной экономике.
