The article deals with the aspects of the legal regulation of issues of energy-saving in the sphere of housing and communal services, payment for the installation of meters of energy resources in the blocks-of-flats, collecting the cost of installed meters from the owners of flats in cases when the installation of meters was financed by the Federal Fund for the assistance of housing and communal services or performed at the expense of municipal budgets. Specific consideration is given to the problems of granting the owners of flats in the blocks-of-flats the access to the collective (all-house) meters of energy resources.

Рассматриваются аспекты правовой регламентации вопросов энергосбережения в сфере ЖКХ, оплаты установки приборов учета энергетических ресурсов в многоквартирных жилых домах, взыскания с собственников жилых помещений стоимости устанавливаемых приборов учета в случаях, когда их установка была профинансирована за счет средств Федерального Фонда содействия реформированию ЖКХ или за счет муниципальных бюджетов. Отдельно рассматриваются вопросы предоставления собственникам жилых помещений в многоквартирных домах возможности доступа к коллективным (общедомовым) приборам учета энергоресурсов.
