Abstract

В статье обобщены теоретические положения формирования экономического механизма аренды лесных участков в соответствии с принципами устойчивого управления лесами. Проанализированы теоретические подходы, согласно которым одни ученые считали, что лесное хозяйство не дает законченной продукции, а является частью процесса «лесовыращивание – лесозаготовки», другие –считали, что процесс лесовыращивания завершается получением продукции. С введением в действие Лесного кодекса РФ в редакции 2006 года произошли существенные изменения в организационно-экономическом механизме управления лесами. При сохранении федеральной собственности на леса хозяйственные функции по воспроизводству лесов, ответственность за ведение лесного хозяйства на арендованных лесных участках возложены на коммерческие организации. Развиты методические подходы к формированию экономического механизма аренды в условиях разделения управленческих и хозяйственных функций. Предложена методика планирования затрат арендатора на ведение лесного хозяйства на основе ресурсного метода, которая апробирована на проектных моделях для конкретного лесного участка.

In article summarizes the theoretical principles of formation of the economic mechanism of forest lands lease in accordance with the principles of sustainable management of. The theory of economic mechanism of forestry are analyzed. Some scientists believed that forestry does not give the finished product, and is part of the "term plantations – harvesting", others believed that the process of obtaining forest growing finished products. With the implementation of the Forest Code (2006) there were significant changes in the organizational-economic mechanism of management of forests. When you save the federal property on the economic functions of forest reforestation, the responsibility for forest management on leased forest areas assigned to commercial organizations. Developed methodological approaches to the formation of the economic mechanism of rent under the division of administrative and economic functions. The technique of planning costs of the lessee on forest management on the basis of the resource method that has been tested on the design models for a particular forest area.
