Abstract

The article is devoted to the philosophical understanding of environmental preservation issues by the Kyrgyz nowadays. The Kyrgyz’s ethnocultural experience has various forms of manifestations: dialogue and communication, in the human’s harmony with nature. It is shown that legal regulation measures play an important role in society, form the society and human’s sense of justice in relation to the protection and preservation of natural resources. Currently, the most of the population used to live without developed environmental thinking, without environmental ethics and without conscious ecological orientation. Such a problem is, first of all, the problem of the human’s consciousness. According to the authors of the article, the reason is uninformedness, legal nihilism, as well as consumer, irresponsible human’s attitude to nature. Activities aimed at people’s conscience formation, promotion of healthy way of human’s life, the preservation of moral and patriotic values, as the ancestors of the Kyrgyz did, can be considered as a solution of environmental and all other problems. In the mind of every Kyrgyz there are qualities that can contribute to solving these problems: to reject selfish, consumer mindsets, to achieve short-term goals and material benefits for yourself. In the article a problem to examine the effect of the preservation and improvement of environmental education of the younger generation, as well as in the education system of Kyrgyz Republic is set. The authors offer certain legal measures and recommendations.

Статья посвящена философскому осмыслению вопросов сохранения окружающей среды киргизами в наши дни. Этнокультурный опыт киргизов имеет различные формы проявления: диалога и общения, в гармонии человека с природой. Показано, что меры правового регулирования играют важную роль в обществе, формирует правосознание человека и общества по отношению к охране и сохранению природных ресурсов. На сегодняшний день большая часть населения привыкла жить без развитого экологического мышления, без экологической этики и без осознан-ной экологической ориентированности. Такого рода проблема это, в первую очередь, проблема человеческого сознания. Причиной авторы статьи называют неинформированность, правовой нигилизм, а также потребительское, несознательное отношение человека к природе. Решением экологических и всех остальных проблем можно считать деятельность, направленную на формирование сознания людей, популяризацию здорового образа жизни человека, сохранение нравственных и патриотических ценностей, как делали далекие предки киргизского народа. В сознании каждого киргиза заложены качества, которые поспособствуют решению этих проблем: отказ от эгоистических, потребительских установок, достижения сиюминутных целей и материальных выгод для себя. В статье ставится задача рассмотреть эффект от сохранения и усовершенствования экологического просвещения подрастающего поколения, в том числе и в образовательной системе Кыргызской Республики. Авторами предлагаются некоторые правовые меры и рекомендации.
