Региональная политика: приоритеты и принципы реализации

Abstract

Substantiated in the paper are methodological approaches to the development of regional policy, its priorities and principles of its implementation as well. Set out are the main objectives, structure and content of regional economic policy. Determined are the preconditions of regional economic development affecting regional competitiveness. Developed are the instruments of regional policy performing regulative and stimulating functions. It is proposed to use the Cluster approach for regional economic policy development and implementation. Specified are the priority directions for regional development and realization of regional competitive advantages. On the basis of the best practices of regional development planning taking into consideration its applicability, new governance mechanisms ensuring effective regional economic policy implementation are proposed.

В статье обоснованы методологические подходы к разработке региональной политики, а также приоритеты и принципы ее реализации. Сформулированы основные цели, структура и содержание региональной политики. Выявлены предпосылки экономического развития регионов, влияющие на их конкурентоспособность, обоснованы долгосрочные и среднесрочные приоритеты региональной политики. Для разработки и реализации региональной политики предложено использование кластерного подхода, выделены приоритетные направления регионального развития и реализации конкурентных преимуществ регионов. На основе обобщения методологических подходов, приоритетов и принципов реализации региональной политики сделаны общие выводы о направлениях повышения эффективности системы управления региональным развитием.
